Major update to lidar_motion_correction and velodyne_correction to support egomotion correction with and without uncertainty calculation

removed many unused headers, reduced the scope of a static variable (that shouldn't have been static)

removed unused lidar parameter file, added another executable for motion correction playback in multi_projection_playback

multi_projection_playback now does also the stitching. This is far beyond the original scope, and is being used as a test of the pipeline processes

new package to do the corrected playback, project the points into each image and project these into a stitched panorama
